I am directed by the Board of Trade to forward
to you, to be laid before the Earl of Crewe, the accom-
panying copies of correspondence, as marked in the mar- gin, relating to the use for local purposes of flag sig- nals which possess an international significance, and
to suggest that, in view of the inconvenience caused by
this practice, steps might be taken to call the atten- tion of the Port Authorities at Hong Kong and Singapore
to the matter, in order either that Admiral Lambton's
suggestion as to the use of a special symbol may be
adopted, or that some other arrangements may be made with a view to obviating any possibility of confusion arising in future.
